<h2 style="font-size: 28px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0;">Do I Need a Vignette for Lithuania? 2026</h2>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Yes — all motor vehicles up to 3.5 tonnes travelling on Lithuanian national motorways (A roads) and main roads must hold a valid e-vignette. There are no toll booths or cash toll points for passenger vehicles: payment is exclusively online before you drive.</p>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;"><strong style="font-weight: bold;">Private cars (M1) and motorcycles do not pay any road user charge in Lithuania.</strong> The Lithuanian vignette (Keliu mokestis) applies to buses (categories M2 and M3) and goods vehicles (categories N1, N2, and N3). If you are driving a passenger car, you can use all Lithuanian roads free of charge.</p>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;"><strong style="font-weight: bold;">Key Reality:</strong> The vignette is tied to your licence plate, not a physical sticker. Enforcement is by ANPR camera across the road network. Driving without a valid vignette risks an on-the-spot fine of up to €300 for passenger vehicles, or a higher penalty for HGVs.</p>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">For operators of these vehicles, a valid vignette is mandatory before entering a tolled road. The tolled network covers motorways A1 to A18 and A20 and 21 regional roads, 2,851 km in total; the official list is published at [https://www.keliumokestis.lt/pages/tollRoad.xhtml Tolled roads]. Local roads are not tolled. The vignette is purchased online or at a sales point and linked to the vehicle's license plate. No physical sticker is issued.</p>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;"><strong style="font-weight: bold;">2026 Update:</strong> Lithuania expanded its GNSS-based e-toll network for heavy goods vehicles in 2025, adding additional monitored road sections. Vignette rates for light vehicles were adjusted from 1 January 2026 in line with the national road maintenance fee index. The e-vignette portal at evinjetė.lt remains the primary purchase channel alongside the Vigneta LT mobile app.</p>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;"><strong style="font-weight: bold;">Vignette in 2026:</strong> The vignette remains the road charge until 31 December 2026. Annual vignettes are no longer sold (since 1 July 2026); day, week and month vignettes are available. On 1 January 2027 the distance-based electronic toll Via Toll replaces the vignette, and every vignette expires on that date. Purchase is handled through Via Lietuva's official portal at [https://pirkti.keliumokestis.lt Keliumokestis]; Via Toll information is at [https://viatoll.lt Via Toll].</p>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;"><strong style="font-weight: bold;">Who must pay:</strong> Passenger cars, camper vans, motorcycles, light commercial vehicles up to 3.5 t. Vehicles over 3.5 t pay the distance-based HGV e-toll instead of the vignette.</p>
<h2 style="font-size: 28px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0;">Lithuania Vignette Costs: Current Rates</h2>

<div style="text-align: center; margin: 20px 0;">
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Rates vary by two factors: <strong style="font-weight: bold;">vehicle category</strong> (determined by body type, axle count, and maximum authorised mass) and <strong style="font-weight: bold;">Euro emission class</strong> (EURO 0 through EURO VI, cleaner vehicles pay less). A trailer or semi-trailer attached to the tractor unit triggers a higher rate bracket on the same vehicle. Rates apply to day, week and month vignettes.</p>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;"><strong style="font-weight: bold;">Note on N1 vans:</strong> N1 vehicles (vans up to 3.5 t) are subject to the vignette under Lithuanian law. This is a common point of confusion for drivers of larger delivery vans - if your van is type-approved as N1, you need a vignette even though your vehicle is under 3.5 tonnes.</p>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Lithuania operates a dual system: a time-based vignette for light vehicles and a distance/weight-based electronic toll for heavy vehicles. Lithuania charges road user fees mainly for commercial vehicles and buses. Standard passenger cars (M1 category) are toll-free. The table below shows official 2026 e-vignette tariffs for one of the most commonly used vehicle categories.

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Lithuania shares land borders with Latvia, Estonia (via Latvia), Poland, Belarus, and Russia (Kaliningrad). For cross-border transit planning, here is how national toll systems compare:</p>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Compliance is enforced by ANPR cameras on tolled roads, including sections inside city limits. Fines are processed by the Lithuanian Transport Safety Administration (LTSA). There are no toll gates or barriers - the entire system is remote and automatic.</p>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">No. Each Baltic state has its own separate vignette system. If you are driving through all three Baltic states, you need to purchase a vignette for each country. Check [https://tollguru.com/toll-wiki/latvia-tolls-vignette Latvia] and [https://tollguru.com/toll-wiki/estonia-toll-vignette Estonia] for their current rates.</p>
<ul style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 5px 0; padding-left: 30px;">
<li>Lithuania is a key transit corridor on the Via Baltica route connecting Poland, Latvia, and Estonia. Operators travelling from Poland northward pass through Poland's own toll system ([https://www.tollguru.com/poland-motorway-toll-information Poland e-TOLL]) before Lithuania, and Latvia and Estonia charge separately afterwards. Operators entering from Belarus should also check [https://www.tollguru.com/belarus-beltoll-electronic-toll-vignette BelToll]. Each country charges independently</li>
<li>Latvia and Estonia both operate their own heavy vehicle vignette systems - separate from Lithuania's and requiring independent purchase. Latvia's vignette ([https://www.tollguru.com/latvia-tolls-vignette Latvia]) applies to vehicles from 3,001 kg GVW; Estonia's ([https://www.tollguru.com/estonia-toll-vignette Estonia]) applies from 3,501 kg. Private cars are exempt in both countries. Purchase Latvia's vignette at ([https://www.lvvignette.eu LVvignette]) and Estonia's at ([https://www.teetasu.ee Teetasu]) before crossing into those countries</li>
<li>Buy the Lithuanian vignette in advance online or at a sales point before entering a tolled road, and choose a validity period that ends before 1 January 2027</li>

<h2 style="font-size: 28px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0;">Frequently Asked Questions</h2>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Yes — zero-emission vehicles registered in Lithuania receive a 50% discount on the e-vignette in 2026. <h3 style="font-size: 24px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0;">Which roads need a vignette in Lithuania?</h3>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">If the rental company has registered an active vignette to the car's plate, no additional purchase is needed. Always confirm with the rental company before driving — you are legally responsible for ensuring a valid vignette is in place.</p>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Only tolled roads: motorways A1 to A18 and A20 and 21 regional roads, 2,851 km in total. <h3 style="font-size: 24px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0;">Do private cars pay any toll in Lithuania?</h3>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Foreign HGV operators can register and obtain an OBU from Via Lietuva service centres or via approved EETS providers. The OBU must be active before entering the tolled network. Non-registered foreign HGVs caught without an OBU face fines of up to €3,000.</p>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">No. Private cars and motorcycles are not subject to any road user charge in Lithuania under the current system. All roads are free for private passenger vehicles. Private cars also stay exempt when Via Toll starts in 2027.</p>

<h3 style="font-size: 24px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0;">My van is under 3.5 tonnes but is type-approved as N1 - do I need a vignette?</h3>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Yes. The vignette obligation is determined by the vehicle's type-approval category, not only its weight. If your vehicle's registration document shows category N1, a vignette is required even if the actual laden weight is under 3.5 tonnes. Check your vehicle's registration document (category field) before travel.</p>

<h3 style="font-size: 24px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0;">How do I find my vehicle's Euro emission class?</h3>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">The Euro class is listed in the vehicle's registration document, typically in field V.9 of the EU registration certificate. Manufacturer certificates have not been accepted since 31 August 2024. If the class is not shown, it is taken from the date of first registration, then the year of manufacture, then the model year. If none of these is shown, EURO 0 applies. Entering an incorrect (lower) Euro class when purchasing the vignette can lead to a fine.</p>

<h3 style="font-size: 24px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0;">Can I get a refund if I buy the wrong vignette?</h3>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Contact Via Lietuva at +370 5 232 9600 promptly if you notice an error. Correction and refund rules are published in the FAQ at [https://www.keliumokestis.lt Keliumokestis]. For annual vignettes, Via Lietuva will compensate the unused period after Via Toll starts.</p>

<h3 style="font-size: 24px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0;">Will the distance-based toll replace the vignette in 2026?</h3>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">No. Vignettes remain valid until 31 December 2026. The distance-based Via Toll starts on 1 January 2027 and charges per kilometre driven on tolled roads. All vignettes expire on that date. Tariffs and registration details are published at [https://viatoll.lt Via Toll].</p>

Lithuania Motorway Vignette Guide: Rates, Payment and Rules 2026

System: Electronic vignette (Keliu mokestis) for buses and goods vehicles; private cars are exempt. Replaced by the distance-based Via Toll on 1 January 2027
Operator: Via Lietuva (state road management company)
Currency: Euro (EUR)
Coverage: Tolled national roads only: motorways A1 to A18 and A20 plus 21 regional roads (2,851 km in total); local roads are not tolled
Technology: Plate-registered electronic vignette; enforcement by ANPR cameras

Do I Need a Vignette for Lithuania? 2026

Private cars (M1) and motorcycles do not pay any road user charge in Lithuania. The Lithuanian vignette (Keliu mokestis) applies to buses (categories M2 and M3) and goods vehicles (categories N1, N2, and N3). If you are driving a passenger car, you can use all Lithuanian roads free of charge.

For operators of these vehicles, a valid vignette is mandatory before entering a tolled road. The tolled network covers motorways A1 to A18 and A20 and 21 regional roads, 2,851 km in total; the official list is published at Tolled roads. Local roads are not tolled. The vignette is purchased online or at a sales point and linked to the vehicle's license plate. No physical sticker is issued.

Vignette in 2026: The vignette remains the road charge until 31 December 2026. Annual vignettes are no longer sold (since 1 July 2026); day, week and month vignettes are available. On 1 January 2027 the distance-based electronic toll Via Toll replaces the vignette, and every vignette expires on that date. Purchase is handled through Via Lietuva's official portal at Keliumokestis; Via Toll information is at Via Toll.

Lithuania Vignette Costs: Current Rates

Rates vary by two factors: vehicle category (determined by body type, axle count, and maximum authorised mass) and Euro emission class (EURO 0 through EURO VI, cleaner vehicles pay less). A trailer or semi-trailer attached to the tractor unit triggers a higher rate bracket on the same vehicle. Rates apply to day, week and month vignettes.

Vehicle Categories Subject to the Vignette

Category Vehicle Type Key Threshold
M2 Minibuses and small buses (more than 8 passenger seats) MAM up to 5 tonnes
M3 Full-size coaches and buses (more than 8 passenger seats) MAM over 5 tonnes
N1 Light goods vehicles (vans and light trucks) MAM up to 3.5 tonnes
N2 Medium goods vehicles (trucks) MAM 3.5 to 12 tonnes
N3 Heavy goods vehicles and articulated lorries MAM over 12 tonnes

Note on N1 vans: N1 vehicles (vans up to 3.5 t) are subject to the vignette under Lithuanian law. This is a common point of confusion for drivers of larger delivery vans - if your van is type-approved as N1, you need a vignette even though your vehicle is under 3.5 tonnes.

How to Pay: Buying the Lithuania Vignette

The Lithuanian vignette is plate-registered, there is no physical sticker. Purchase channels:

1. Online Portal (Recommended)

  • Purchase at Keliumokestis - Via Lietuva's official purchase portal, available in Lithuanian, English, and Russian
  • Pay online on the portal and keep the purchase confirmation as proof of purchase
  • The start date can be up to 30 calendar days after the purchase date
  • Enter the registration country and the license plate on the portal to check whether a vignette is valid
  • Choose the vehicle category and Euro class carefully; a wrong choice can lead to a fine (see Enforcement and Penalties)

2. Authorised Sales Points

  • Available at fuel stations and other authorised sales points
  • A list of current authorised sales locations (Pardavimo vietos) is published on the Via Lietuva portal
  • Buy at a sales point if the portal has connection or payment problems

3. Via Lietuva Information Centre

  • Phone: +370 5 232 9600 (also reachable at 1871 within Lithuania, charged call)
  • Contact the centre for questions about purchases and validity

Enforcement and Penalties

Compliance is enforced by ANPR cameras on tolled roads, including sections inside city limits. Fines are processed by the Lithuanian Transport Safety Administration (LTSA). There are no toll gates or barriers - the entire system is remote and automatic.

Violation Penalty
No valid vignette Fine of EUR 700 to 1,000 (Code of Administrative Offences, Article 463)
No valid vignette (first offence) Administrative order of EUR 350 (half of the minimum fine) offered with the protocol
Repeat offence within one year Administrative order of EUR 700 (the minimum fine) offered with the protocol
Wrong vehicle category or Euro class, late purchase, expired vignette, wrong start time, or wrong license plate Can lead to a fine even when a vignette was bought

Fines can be issued to the driver or to the vehicle owner or holder. For company vehicles the protocol goes to the head of the company, who can name the responsible driver to LTSA within 30 calendar days. The charge applies to vehicles registered in any country.

Exemptions

Some users do not pay the road user charge, for example:

  • Ambulances, fire service vehicles, and vehicles of Ministry of the Interior institutions
  • School buses and vehicles adapted for persons with disabilities
  • Military vehicles and vehicles used to maintain state roads
  • Passenger vehicles on local and suburban regular routes named in their permits
  • Vehicles registered abroad when carrying humanitarian aid or dealing with disasters or accidents
  • Farmers who earn over 50 percent of their income from farming, when driving to and from their own field
  • Use of a marked bypass, crossing a tolled road, or forced entry up to the nearest turning place

The full list and the way to claim an exemption are published by LTSA.

Recent Changes (2026)

Via Toll Replaces the Vignette on 1 January 2027:

  • Via Lietuva starts the electronic toll Via Toll on 1 January 2027. The charge is calculated per kilometre driven on tolled roads instead of by vignette period
  • All vignettes expire automatically on 1 January 2027, including vignettes bought in 2026. Do not buy a vignette for dates after 31 December 2026
  • Via Toll applies to the same vehicle categories: M2, M3, N1, N2 and N3. Private cars (M1) stay exempt
  • Per-kilometre tariffs are published at Via Toll

Annual Vignettes Withdrawn:

  • Since 1 July 2026 only day, week and month vignettes are sold
  • Via Lietuva will compensate the unused period of annual vignettes; the procedure is published by Via Lietuva

Tolled Road Network:

  • The tolled network covers motorways A1 to A18 and A20 plus 21 regional roads added on 1 July 2025, 2,851 km in total

Euro Emission Class Incentives:

  • The differentiation between EURO VI and EURO 0 rates remains significant: a monthly vignette for an articulated N3 lorry costs EUR 305 on a EURO 0 engine and EUR 138 on EURO VI, about 2.2 times more. Via Toll will also consider vehicle weight, emission class and fuel type

Planning Your Journey

Which validity period to choose:

  • Daily: Best for one-off transit through Lithuania - a single-day EURO VI N3 solo costs EUR 13
  • Weekly: Best for a multi-day delivery round or short-haul work within Lithuania
  • Monthly: Economical for operators making regular runs into or through Lithuania each month; it is the longest period available since annual vignettes were withdrawn

Transit corridor tips:

  • Lithuania is a key transit corridor on the Via Baltica route connecting Poland, Latvia, and Estonia. Operators travelling from Poland northward pass through Poland's own toll system (Poland e-TOLL) before Lithuania, and Latvia and Estonia charge separately afterwards. Operators entering from Belarus should also check BelToll. Each country charges independently
  • Latvia and Estonia both operate their own heavy vehicle vignette systems - separate from Lithuania's and requiring independent purchase. Latvia's vignette (Latvia) applies to vehicles from 3,001 kg GVW; Estonia's (Estonia) applies from 3,501 kg. Private cars are exempt in both countries. Purchase Latvia's vignette at (LVvignette) and Estonia's at (Teetasu) before crossing into those countries
  • Buy the Lithuanian vignette in advance online or at a sales point before entering a tolled road, and choose a validity period that ends before 1 January 2027

Frequently Asked Questions

Which roads need a vignette in Lithuania?

Only tolled roads: motorways A1 to A18 and A20 and 21 regional roads, 2,851 km in total. Local roads are not tolled. The official list is published at Tolled roads.

Do private cars pay any toll in Lithuania?

No. Private cars and motorcycles are not subject to any road user charge in Lithuania under the current system. All roads are free for private passenger vehicles. Private cars also stay exempt when Via Toll starts in 2027.

My van is under 3.5 tonnes but is type-approved as N1 - do I need a vignette?

Yes. The vignette obligation is determined by the vehicle's type-approval category, not only its weight. If your vehicle's registration document shows category N1, a vignette is required even if the actual laden weight is under 3.5 tonnes. Check your vehicle's registration document (category field) before travel.

How do I find my vehicle's Euro emission class?

The Euro class is listed in the vehicle's registration document, typically in field V.9 of the EU registration certificate. Manufacturer certificates have not been accepted since 31 August 2024. If the class is not shown, it is taken from the date of first registration, then the year of manufacture, then the model year. If none of these is shown, EURO 0 applies. Entering an incorrect (lower) Euro class when purchasing the vignette can lead to a fine.

Can I get a refund if I buy the wrong vignette?

Contact Via Lietuva at +370 5 232 9600 promptly if you notice an error. Correction and refund rules are published in the FAQ at Keliumokestis. For annual vignettes, Via Lietuva will compensate the unused period after Via Toll starts.

Will the distance-based toll replace the vignette in 2026?

No. Vignettes remain valid until 31 December 2026. The distance-based Via Toll starts on 1 January 2027 and charges per kilometre driven on tolled roads. All vignettes expire on that date. Tariffs and registration details are published at Via Toll.
