<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Yes, an electronic vehicle tag is required to use the automated payment service. Hong Kong operates under the <strong>HKeToll</strong> free-flow electronic tolling system. All traditional manual toll booths, barrier gates, and legacy Octopus/Autotoll readers have been completely removed from government-tolled tunnels.</p>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;"><strong style="font-weight: bold;">How HKeToll Works:</strong> Vehicles drive through toll gantries at normal highway speeds without stopping. The system reads an RFID Vehicle Tag affixed to the windshield and deducts the toll from a registered HKeToll account. If a vehicle passes through without a tag, the ANPR system captures the licence plate and bills the registered owner.</p>

== Do I Need to Pay Tolls in Hong Kong? 2025 Update ==
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;"><strong style="font-weight: bold;">Key Reality (14-Day Deadline):</strong> Because there are no payment booths at the tunnels, vehicle owners who do not have an active HKeToll Autopay account must log onto the HKeToll website or app to pay their outstanding toll within <strong>14 business days</strong> of crossing. Failure to pay within this grace period results in statutory administrative surcharges.</p>

'''Yes, tunnel and bridge tolls apply.''' Hong Kong operates a comprehensive toll system for major tunnels and harbour crossings, with time-varying rates designed to manage traffic congestion.
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;"><strong style="font-weight: bold;">Toll-Free Infrastructure:</strong> Several major crossings are toll-free as of 2026. The Lantau Link (Tsing Ma Bridge), Tseung Kwan O Tunnel, Tseung Kwan O-Lam Tin Tunnel, and Tuen Mun-Chek Lap Kok Tunnel do not charge a toll.</p>

* '''Tai Lam Tunnel''' taken over by government with 22-69% toll reductions (May 31, 2025)
* '''HKeToll electronic system''' fully operational across major tunnels
* '''Time-varying tolls''' active at all three harbour crossings since December 2023
* '''Free-flow tolling''' eliminates need to stop at toll booths

Hong Kong Toll Roads and Tunnels Complete Guide

System: HKeToll (Free-Flow Electronic Tolling System)
Operators: Transport Department (HKSAR Government); specific authorities for HZMB and Discovery Bay Tunnel
Currency: Hong Kong Dollar (HKD) at domestic tunnels; Renminbi (RMB) at HZMB Main Bridge
Coverage: Cross-Harbour Tunnels, Tai Lam Tunnel, Tate's Cairn Tunnel, Lion Rock Tunnel, Aberdeen Tunnel, Shing Mun Tunnels, Tsing Sha Control Area, Discovery Bay Tunnel Link, HZMB
Technology: RFID Vehicle Tags, Automatic Number Plate Recognition (ANPR), HKeToll account billing

Do I Need an Electronic Tag for Hong Kong? 2026 Update

Yes, an electronic vehicle tag is required to use the automated payment service. Hong Kong operates under the HKeToll free-flow electronic tolling system. All traditional manual toll booths, barrier gates, and legacy Octopus/Autotoll readers have been completely removed from government-tolled tunnels.

How HKeToll Works: Vehicles drive through toll gantries at normal highway speeds without stopping. The system reads an RFID Vehicle Tag affixed to the windshield and deducts the toll from a registered HKeToll account. If a vehicle passes through without a tag, the ANPR system captures the licence plate and bills the registered owner.

Key Reality (14-Day Deadline): Because there are no payment booths at the tunnels, vehicle owners who do not have an active HKeToll Autopay account must log onto the HKeToll website or app to pay their outstanding toll within 14 business days of crossing. Failure to pay within this grace period results in statutory administrative surcharges.

Toll-Free Infrastructure: Several major crossings are toll-free as of 2026. The Lantau Link (Tsing Ma Bridge), Tseung Kwan O Tunnel, Tseung Kwan O-Lam Tin Tunnel, and Tuen Mun-Chek Lap Kok Tunnel do not charge a toll.

Hong Kong Toll Costs: Current Rates (2026)

Time-Varying Tolls (TVT): Cross-Harbour Tunnels

The Transport Department applies Time-Varying Tolls at the three cross-harbour tunnels (Cross-Harbour Tunnel [CHT], Eastern Harbour Crossing [EHC], and Western Harbour Crossing [WHC]). Private car and motorcycle rates fluctuate depending on the time of day from Monday to Saturday, with a separate schedule on Sundays.

Vehicle Class Time Period (Mon-Sat) CHT & EHC Headline Toll (HKD) WHC Headline Toll (HKD)
Private Car Off-Peak
(00:00-07:29 / 19:18-23:59 CHT/EHC)
(00:00-07:29 / 19:38-23:59 WHC)
$20 $20
Peak
(07:48-10:14 & 16:38-18:59 CHT/EHC)
(08:08-10:14 & 16:58-18:59 WHC)
$40 $60
Normal
(10:23-16:29 CHT/EHC)
(10:43-16:29 WHC)
$30 $30
Private Car (Sundays & Holidays) Off-Peak (00:00-10:10 / 19:19-23:59) $20 $20
Normal (10:15-19:14) $25 $25
Motorcycles All Time Slots 40% of Car Toll ($8 – $16) 40% of Car Toll ($8 – $24)
Taxi All Day (Fixed) $25 $25
Other Commercial Vehicles (Goods/Buses) All Day (Fixed) $50 $50

Transition Time Slots: To prevent deliberate speeding or stalling, tolls do not change instantly. During transitional time slots (the gaps between the headline periods above), the toll for private cars increases or decreases gradually by a maximum of $2 every two minutes until it reaches the next headline tier.

Time-Varying Tolls: Tai Lam Tunnel

Following the government takeover of the Tai Lam Tunnel on May 31, 2025, Time-Varying Tolls were implemented to replace the legacy franchise fees.

Vehicle Class Tai Lam Tunnel Headline Toll (HKD) Notes
Private Car $18 (Off-Peak) / $30 (Normal) / $45 (Peak) Transition intervals apply (Mon-Sat); flat $18 on Sundays
Motorcycle / Motor Tricycle $7.20 / $12 / $18 Transition intervals apply (Mon-Sat); flat $7.20 on Sundays
Taxi $28 All day fixed toll
Other Commercial Vehicles (Goods/Buses) $43 All day fixed toll

Transition Time Slots: The Tai Lam Tunnel headline periods are bridged by gradual transition intervals (e.g., 07:15–07:40, 09:45–09:58, 17:15–17:28, and 19:00–19:25) where the toll adjusts by $2 every two minutes.

Tate's Cairn Tunnel Rates

Vehicle Class Toll (HKD)
Motorcycles / Motor Tricycles $15
Private Cars & Taxis $20

Flat Rate Tunnels (Government)

The following tunnels utilize a flat toll structure. The stated toll applies to all vehicle classes (except Franchised Buses, which are officially toll-free):

  • Lion Rock Tunnel: $8 Flat Toll
  • Tsing Sha Control Area (Eagle's Nest / Sha Tin Heights / Tai Wai Tunnel): $8 Flat Toll
  • Aberdeen Tunnel: $8 Flat Toll
  • Shing Mun Tunnels: $8 Flat Toll

Discovery Bay Tunnel Link

The Discovery Bay Tunnel is a privately managed facility with strict access controls. Tolls are collected based on the official tunnel company classification.

Vehicle Category (Discovery Bay Link) Toll (HKD)
1: Government / Emergency Services Vehicles $50
2: Private Light Buses (other than Cat 1) $50
3: Public & Private Buses (other than Cat 1) $50

6: Heavy Goods & Special Purpose Vehicles (>24t) $250
7: Vehicles other than Categories 1 to 6 above, and Taxis $250

Note: Taxis are explicitly toll-free (not charged a toll by the tunnel company).

Hong Kong-Zhuhai-Macao Bridge (HZMB)

The HZMB connects Hong Kong to Zhuhai and Macao. Tolls for the Main Bridge are determined by the HZMB Authority and are collected in Renminbi (RMB) at the toll plaza situated in Mainland waters.

  • Small Passenger Vehicles (Private Cars / Hire Cars): RMB 150
  • Large Passenger Vehicles (Cross-boundary Coaches): RMB 200
  • Large Passenger Vehicles (Shuttle Buses): RMB 300
  • Goods Vehicles: RMB 60
  • Container Trucks: RMB 115

How to Pay Hong Kong Tolls

Payment methods depend on whether you are navigating the domestic HKeToll network or crossing the HZMB.

1. HKeToll (All Domestic Government Tunnels):

  • Vehicle Tag & Autopay: Vehicle owners attach a free RFID tag to the windshield and link it to an automatic payment method (credit card, bank account, or stored value facility) via the HKeToll App.
  • Online Payment (14-Day Window): If a vehicle passes a gantry without a tag, the system reads the licence plate. The owner must log into the HKeToll website or app to settle the toll electronically within 14 business days.
  • In-Person Cash / QR Payments: Tolls can be paid in person by generating a payment QR code via the HKeToll app and presenting it at designated convenience stores (7-Eleven, Circle K) or HKeToll Customer Service Centres.
  • Note: You cannot pay cash to a person at the tunnel. Cash is only accepted if you take your electronic invoice to a convenience store or service centre after the journey.

2. Rental Vehicles (HKeToll):

  • Rental cars pass through HKeToll gantries seamlessly. However, renters are heavily advised to track their journeys and pay the tolls via the HKeToll app within the 14-day window.
  • If the deadline is missed, the rental agency receives the official toll bill plus the penalty surcharge, and will typically charge the renter's credit card for the total amount alongside a substantial administrative fee.

3. Hong Kong-Zhuhai-Macao Bridge (HZMB):

  • Unlike domestic tunnels, the HZMB Main Bridge operates both manual and electronic toll lanes.
  • Manual Lanes: Accept cash (RMB), major bank/credit cards (Visa, Mastercard, UnionPay, American Express, JCB), and mobile payments (Alipay, WeChat Pay, MPay).
  • Free-Flow Lanes: Accept "Unitoll" (the Mainland China ETC standard) for non-stop electronic payment. Motorists using the Unitoll free-flow lane receive a 5% discount on the toll, per Mainland policy in effect since July 1, 2019.

Enforcement and Penalties

With the removal of physical barriers, enforcement relies entirely on the HKeToll digital billing framework overseen by the Transport Department.

  • If a toll is not paid within the 14-business-day grace period, an initial surcharge of HKD $175 is issued.
  • If the toll and initial surcharge remain unpaid after 21 further days, a secondary surcharge of HKD $350 is applied.
  • Continued evasion constitutes a statutory offence under the Road Tunnels (Government) Ordinance, carrying a maximum fine of HKD $5,000 per trip, and the Transport Department may refuse to renew the vehicle's licence.

Planning Your Journey

Taxis and Tunnel Surcharges:

  • Under Hong Kong taxi regulations, tunnel tolls are added to the metered fare.
  • For cross-harbour trips involving the CHT, EHC, or WHC, the passenger typically pays the outbound toll ($25) plus a designated return toll surcharge if the trip does not end at a cross-harbour taxi stand. Verify exact surcharge expectations with the driver.

Electronic Road Pricing (ERP) Status:

  • The Transport Department continues to monitor the traffic distribution effects of the cross-harbour Time-Varying Toll adjustments to "determine when and how the ERP Pilot Scheme should be taken forward." No launch date for the Central ERP scheme is scheduled for early 2026.
