Do I Need an E-Pass for Azerbaijan? 2026 Update

You do not need an E-Pass to use Azerbaijan's toll roads — cash payment is still accepted at most toll plazas. However, the E-Pass electronic transponder gives you faster passage and is strongly recommended for frequent users and transit trucks on the M1 and M2 corridors.

Key Reality: Azerbaijan operates a mixed cash-and-electronic system. Foreign drivers on the Baku–Tbilisi and Baku–Astara transit routes will encounter manned toll plazas where cash (AZN or USD) is routinely accepted. The E-Pass system is primarily aimed at residents and frequent commercial operators.

2026 Update: AzərYol continued its road expansion program in 2025–2026, with toll plaza upgrades on the M1 Western Express Corridor and new gantries on the Baku Ring Road. Cashless lane expansion is ongoing but cash remains widely available at all existing plazas.

Toll rates in Azerbaijan are set by the Tariff Council and apply on the Baku–Guba–Russia border highway, Azerbaijan's first and currently only operational toll road. Rates are distance-based and vary by vehicle type.

Azerbaijan's Toll Road Network

Azerbaijan's tolled road network is managed by AzərYol and covers the primary transit corridors linking Baku with its land borders. The network forms part of the Trans-Caucasus and Trans-Caspian transport corridors connecting Europe to Central Asia.

Key tolled routes:

• M1 (Western Corridor): Baku to the Georgian border at Red Bridge / Krasny Most — the primary route for Baku-Tbilisi traffic and TRACECA corridor freight
• M2 (Southern Corridor): Baku to Astara on the Iranian border — used extensively by transit trucks between Russia/Azerbaijan and Iran
• Baku Ring Road: Orbital expressway around Baku city — tolled sections connect the port area, international airport, and major industrial zones

Yes, USD is generally accepted at manned cash plazas at the posted rate. Change is given in AZN. EUR and other currencies are not typically accepted. For E-Pass accounts, only AZN payments are supported.

Do foreign-registered vehicles need a road permit in addition to tolls?

Foreign passenger cars need no special road permit beyond standard car insurance valid for Azerbaijan (available at the border). Foreign commercial trucks require an international road transport permit (CIRT) issued by the State Road Transport Service, separate from and in addition to toll payments.

What happens if I don't pay an Azerbaijan toll?

All plazas are physically gated — vehicles cannot pass without payment. Attempting to evade a toll gate is a traffic offence under Azerbaijani law and can result in vehicle detention and a fine. There is no postal billing system for foreign-registered vehicles.

Are there discounts for frequent users or residents?
