Norway<ref>[https://en.wikipedia.org/wiki/Norway Norway Wikipedia] </ref> is a Scandinavian country encompassing mountains, glaciers, and deep coastal fjords. Norwegian toll roads comprise toll stations that are based on invoicing tolls by the AutoPASS system or using your vehicle’s registration number captured while passing through the toll gate.

Norway funds road, tunnel, and bridge infrastructure through a user-pay toll system known locally as <strong>bompenger</strong> (road money). Unlike most European countries, Norway levies no general motorway vignette. Tolls are project-specific and end when construction costs are recovered. All toll stations are fully electronic, so there are no manual cash booths. ANPR cameras read licence plates, or an <strong>AutoPASS</strong> transponder tag on the windscreen identifies the vehicle. The <strong>Norwegian Public Roads Administration (Statens vegvesen)</strong> administers AutoPASS. Regional toll companies collect the tolls: Fjellinjen, Ferde, Vegamot, Vegfinans, and BPS Nord.

<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
Norway's toll network has two main components: <strong>urban toll rings (bomringer)</strong> around major cities, and <strong>project tolls</strong> on specific bridges, tunnels, and roads. Toll rings currently operate around Oslo, Bergen, Trondheim, Tromsø, Stavanger (Nord-Jæren), Haugesund, Kristiansand, Bodø, Harstad, Grenland, Førde, and Askøy. Project tolls typically apply on coastal tunnel routes and major crossings such as the Hardangerbrua and Ryfast.
</p>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
Motorcycles and mopeds are exempt at automated toll stations. Motorcycles still pay on ferries and on tolls that are part of a ferry fare. Emergency vehicles on duty, public transport buses in regular service, and mobility-impaired drivers holding a valid parking permit may also qualify for exemptions. These drivers must hold a valid AutoPASS tag and agreement and apply to the toll company.

<h2 style="font-size: 28px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0">AutoPASS – Norway's Electronic Toll System</h2>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
<strong>AutoPASS</strong> is the national electronic toll collection system administered by Statens vegvesen. It uses a DSRC-based 5.8 GHz transponder tag that is registered to a user agreement with a licensed tag issuer (e.g., Flyt, SkyttelPASS, or similar). Toll companies do not issue tags. Key features in 2026:
</p>
<ul style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.8;">
<li><strong>20% discount</strong> on toll transactions at most toll facilities for vehicles in Rate Group 1 with a valid tag and agreement. All discounts require a valid user agreement and toll payment tag. Rate Group 2 vehicles do not receive the 20% discount.</li>
<li><strong>Zero-emission vehicles (EVs and hydrogen cars)</strong> with a valid tag and agreement receive a discount of 30–100%. The size of the discount varies by toll project. At Hardangerbrua, Trondheim, and Tromsø the zero-emission rate applies only with a valid tag and agreement.</li>
<li>In urban packages with <strong>environment-differentiated rates</strong>, the zero-emission rate applies whether or not you have an agreement and tag. Vehicles in Rate Group 1 with a tag and agreement then receive the 20% discount on top, and may apply for exemption. Environmentally differentiated tariffs apply in Oslo, Bergen, and Kristiansand (Rate Group 2). Foreign vehicles pay the highest rate if their Euro emission class or fuel type is not registered. Register it with your tag issuer, or at www.autopass.no/ed if you have no tag.</li>
<li><strong>Vehicles over 3,500 kg</strong> registered to a business, the government, a county or municipality, or used for business purposes must have a valid tag linked to a valid agreement. The rule covers Norwegian and foreign vehicles. A tag is not mandatory for motorhomes and other vehicles registered to individuals and used only for private purposes. A fine is issued at inspection if the tag number is linked to a different registration number.</li>
<li>Foreign vehicles can register via <strong>Epass24.com</strong> or arrange billing through <strong>Euro Parking Collection (EPC)</strong>, which invoices owners of foreign-registered vehicles. Vehicles over 3,500 kg can collect a tag at customs stations along the border and on cross-border ferries. The tag is valid only after you sign an agreement with the tag issuer, for example SkyttelPASS.</li>
<li>AutoPASS tags are also accepted at most Norwegian ferry crossings, with some exceptions. They give a 10% discount, and a prepaid AutoPASS for Ferry agreement unlocks 40–50% discounts. Zero-emission vehicles with an agreement receive 50% off ferry fares on routes such as Mortavika–Arsvågen.</li>
</ul>

<h2 style="font-size: 28px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0">2026 Toll Rate Tables</h2>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
Norway uses two rate groups. Toll companies set the rates, and some projects split each group by fuel type or Euro emission class:
</p>
<ul style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.8;">
<li><strong>Rate Group 1:</strong> Vehicles with a maximum authorised mass of up to 3,500 kg, and all vehicles in category M1 regardless of weight. M1 includes passenger vehicles with up to eight seats besides the driver's seat, and most motorhomes and camper vans. An M1 vehicle over 3,500 kg needs a valid tag and agreement to be charged in Rate Group 1. This rule does not apply to ferry tolls. Norwegian M1 vehicles with a tag and agreement are included automatically when correctly registered in Autosys. Foreign-registered M1 owners must ask their tag issuer to be charged in Rate Group 1.</li>
<li><strong>Rate Group 2:</strong> Vehicles with a maximum authorised mass of more than 3,500 kg, except M1 vehicles with a valid agreement and tag.</li>
<li><strong>Environment-differentiated rates:</strong> Rate Group 1 can split into zero-emission, plug-in hybrid, diesel, and other (petrol, gas, ethanol). Rate Group 2 can split into zero-emission, plug-in hybrid, Euro VI, and pre-Euro VI.</li>
</ul>

<h3 style="font-size: 24px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0">Oslo Toll Ring – Fjellinjen Tariffs (Effective 1 January 2026)</h3>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
Fjellinjen operates 83 toll stations on three rings in Greater Oslo: Indre ring (Inner Ring), Osloringen (Oslo Ring), and Bygrensen (City Border). All stations charge the same price. Indre ring and Osloringen charge in both directions. Bygrensen charges inbound traffic only. The standard tariffs below are from Fjellinjen's official schedule effective 1 January 2026. AutoPASS agreement holders receive 20% off Rate Group 1 tariffs automatically.

<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
Two consumer-protection rules limit toll costs for frequent drivers in Norway:
</p>
<ul style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.8;">
<li><strong>One-hour rule:</strong> A motorist is charged only once per hour within the same toll area, regardless of how many stations they pass. The area depends on the project. Fjellinjen applies it separately to Indre ring and Osloringen together and to Bygrensen. Vegamot applies it per toll section. Bypakke Bergen charges the highest passage in the hour. Since 1 September 2023, Fjellinjen applies the rule without an AutoPASS agreement. Bypakke Bergen also needs no agreement.</li>
<li><strong>Monthly cap:</strong> A valid AutoPASS tag and agreement are required. Fjellinjen limits payment to 120 passages in Indre ring and Osloringen and 60 passages in Bygrensen. Bypakke Bergen limits payment to 60 passages, Trondheim to 110 paying passages, Tromsø to 80 passages, and Hardangerbrua to 25 passages per calendar month.</li>
</ul>

<h2 style="font-size: 28px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0">Rush Hour Surcharges</h2>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
Urban toll rings apply higher rates during weekday rush hours. The times depend on the operator:
</p>
<ul style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.8;">
<li><strong>Oslo (Fjellinjen):</strong> 06:30–09:00 and 15:00–17:00. No rush hour rates on Saturdays, Sundays, public holidays, or during July.</li>
<li><strong>Bergen (Ferde):</strong> Monday to Friday, 06:30–09:00 and 14:30–16:30, at marked stations. Lower rates apply on weekends and public holidays.</li>
<li><strong>Trondheim (Vegamot):</strong> 07:00–09:00 and 15:00–17:00.</li>
<li><strong>Tromsø (BPS Nord):</strong> Monday to Friday, 06:30–09:00 and 15:00–17:00.</li>
</ul>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
Avoiding rush hour can cut the Rate Group 1 price by about 50% in Bergen and by two thirds in Tromsø. In Oslo, the saving is 16–33% depending on vehicle type.

<h2 style="font-size: 28px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0">Payment Methods</h2>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
Norway is fully cashless at all toll stations. Payment works through the following channels:
</p>
<ul style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.8;">
<li><strong>AutoPASS tag:</strong> Windscreen transponder registered to a tag issuer account; provides a 20% discount for Rate Group 1 and the monthly cap, and is required for zero-emission discounts at most projects.</li>
<li><strong>ANPR / licence plate recognition:</strong> No tag needed. Cameras record the plate and an invoice is mailed to the registered owner. Foreign vehicles not pre-registered are billed through Euro Parking Collection (EPC).</li>
<li><strong>Epass24.com:</strong> Foreign-registered vehicles (no tag) can pre-register a payment card on Epass24.com to manage invoices online and receive notifications.</li>
<li><strong>Rental vehicle:</strong> Rental companies in Norway register their fleets with AutoPASS. Toll charges are transferred to the renter's final invoice, sometimes with an additional administrative fee.</li>
</ul>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
Unpaid invoices escalate to reminder notices with a <strong>NOK 300 penalty fee</strong> per passage. Persistent non-payment can lead to debt collection action against the vehicle owner's country of registration.
</p>
<h2 style="font-size: 28px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0">Ferry Tolls and AutoPASS for Ferry</h2>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
Many Norwegian ferry crossings on national road routes are integrated into the AutoPASS system via <strong>AutoPASS for Ferry</strong> (autopassferje.no), which Statens vegvesen manages. Discounts depend on how the account is set up:
</p>
<ul style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.8;">
<li>Tag only (no prepaid ferry account): <strong>10% discount</strong> on vehicle fare.</li>
<li>Prepaid AutoPASS ferry account: <strong>40–50% discount</strong> on vehicle fare (50% for personal, 40% for corporate accounts).</li>
<li>Zero-emission vehicles with a valid AutoPASS agreement: 50% discount on the ferry fare on routes such as Mortavika–Arsvågen.</li>
<li>Cash or card at crossing: full price applies; no discount.</li>
</ul>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
Some ferry fares include a toll part, for example on the Mortavika–Arsvågen route, where the toll for the future Rogfast tunnel is part of the ticket. Summer fares apply on some ferries in summer 2026. Search fares by route, date, and vehicle type on the [https://www.autopassferje.no/priser/ AutoPASS for Ferry price page].
</p>
<h2 style="font-size: 28px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0">Exemptions (2026)</h2>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
Cyclists, pedestrians, and passengers in all types of vehicles do not, as a general rule, pay road tolls. The following can apply for exemption from road tolls:
</p>
<ul style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.8;">
<li>Uniformed and civilian emergency response vehicles on duty</li>
<li>Public transport vehicles in regular service (except some ferry replacement projects)</li>
<li>Mobility-impaired drivers with a municipal parking permit (toll rings only)</li>
</ul>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
All exemption schemes need an electronic tag and a valid user agreement with a tag issuer. The toll company registers the exemption in the AutoPASS rate system when it grants your application. Road tolls are not collected for motorcycles and mopeds passing automatic toll stations. Local exemption schemes can apply in addition to these national schemes, so contact the toll company for details.
</p>
<h3 style="font-size: 24px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0">Mobility-Impaired Drivers</h3>
<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;">
The parking permit must be valid for at least two years. The permit and the user agreement must be in the same name. Parents or legal guardians can sign the agreement when the permit is granted to a child under 18. The exemption is linked to one tag and one vehicle, and it does not apply to institutions. Apply to the toll company with a copy of the permit. The exemption applies in these toll projects:

<h2 style="font-size: 28px; font-weight: bold; color: #202122; font-family: Georgia, 'Times New Roman', serif; margin: 10px 0">Frequently Asked Questions</h2>

<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;"><strong>Do I need an AutoPASS tag to drive in Norway?</strong><br/>
No, not for cars and vehicles used only privately. All toll stations use ANPR cameras to record licence plates, and foreign vehicles without a tag are invoiced automatically via Euro Parking Collection or Epass24. However, driving without a tag means paying the full rate and receiving mailed invoices with possible delays. A tag saves 20% in Rate Group 1 and gives you the monthly cap. A tag and agreement are mandatory for vehicles over 3,500 kg registered to a business or used for business purposes.
</p>

<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;"><strong>Are electric vehicles exempt from Norway tolls in 2026?</strong><br/>
Not fully. A valid tag and agreement give zero-emission vehicles a discount of 30–100%, depending on the project. They usually pay about 55–70% of the petrol rate. In Oslo (Fjellinjen), electric cars pay NOK 21 off-peak (vs NOK 38 for petrol), or NOK 16.80 with an AutoPASS agreement. Electric vans (N1) pay NOK 0 in Oslo and Trondheim. At the Hardangerbrua, an electric car with an agreement pays NOK 80.08, and a car without an agreement pays the full NOK 143.00. In environment-differentiated areas such as Oslo and Bergen, the zero-emission rate applies without an agreement. At Hardangerbrua, Trondheim, and Tromsø, EVs must have a valid AutoPASS tag and agreement to receive the reduced rate.
</p>

<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;"><strong>What is the penalty for a missed toll in Norway?</strong><br/>
If a passage is not paid (no tag, no pre-registration, and invoice ignored), a reminder is issued with a <strong>NOK 300 surcharge</strong> per passage. Persistent non-payment can result in debt collection through the vehicle owner's home country via European vehicle register sharing agreements.
</p>

<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;"><strong>How do tolls work for rental cars in Norway?</strong><br/>
Most Norwegian rental companies register their fleets with AutoPASS. Tolls are recorded automatically and charged to the renter's credit card, usually in the final bill or as a separate invoice, sometimes with a small administrative handling fee. Confirm the rental company's toll policy before travel.
</p>

<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;"><strong>Does Norway have a motorway vignette?</strong><br/>
No. Norway has no vignette system. Toll charges are project-specific and location-based, not a national permit. Most Norwegian motorways outside urban areas and toll project zones are free to drive.
</p>

<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;"><strong>What is the one-hour rule?</strong><br/>
Drivers who pass several toll stations in the same toll area within 60 minutes pay only once. At Fjellinjen (Oslo) and in Bypakke Bergen, no AutoPASS agreement is required. Bypakke Bergen charges the highest passage in the hour.
</p>

<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;"><strong>What are the monthly caps?</strong><br/>
Drivers with a valid AutoPASS tag and agreement pay for a limited number of passages each month: Oslo 120 (Indre ring and Osloringen) and 60 (Bygrensen), Bergen 60, Trondheim 110, Tromsø 80, and Hardangerbrua 25.
</p>

<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;"><strong>Which vehicles are in Rate Group 1?</strong><br/>
Rate Group 1 covers vehicles up to 3,500 kg and all M1 vehicles, which include most motorhomes and camper vans. An M1 vehicle over 3,500 kg is charged in Rate Group 1 only with a valid tag and agreement. This does not apply to ferry tolls.
</p>

<p style="font-family: Georgia, 'Times New Roman', serif; font-size: 1.05em; line-height: 1.7;"><strong>Do heavy vehicles get the AutoPASS discount?</strong><br/>
No. The 20% tag discount applies to Rate Group 1. Rate Group 2 vehicles (over 3,500 kg) pay the same tariff with or without a tag at Bergen, Trondheim, Tromsø, and Hardangerbrua. Zero-emission heavy vehicles with an agreement pay NOK 0 at Oslo, Bergen, Trondheim, Tromsø, and Hardangerbrua.

Norway Toll Roads 2026

Norway funds road, tunnel, and bridge infrastructure through a user-pay toll system known locally as bompenger (road money). Unlike most European countries, Norway levies no general motorway vignette. Tolls are project-specific and end when construction costs are recovered. All toll stations are fully electronic, so there are no manual cash booths. ANPR cameras read licence plates, or an AutoPASS transponder tag on the windscreen identifies the vehicle. The Norwegian Public Roads Administration (Statens vegvesen) administers AutoPASS. Regional toll companies collect the tolls: Fjellinjen, Ferde, Vegamot, Vegfinans, and BPS Nord.

Overview of the Norway Toll System (2026)

Norway's toll network has two main components: urban toll rings (bomringer) around major cities, and project tolls on specific bridges, tunnels, and roads. Toll rings currently operate around Oslo, Bergen, Trondheim, Tromsø, Stavanger (Nord-Jæren), Haugesund, Kristiansand, Bodø, Harstad, Grenland, Førde, and Askøy. Project tolls typically apply on coastal tunnel routes and major crossings such as the Hardangerbrua and Ryfast.

AutoPASS – Norway's Electronic Toll System

AutoPASS is the national electronic toll collection system administered by Statens vegvesen. It uses a DSRC-based 5.8 GHz transponder tag that is registered to a user agreement with a licensed tag issuer (e.g., Flyt, SkyttelPASS, or similar). Toll companies do not issue tags. Key features in 2026:

  • 20% discount on toll transactions at most toll facilities for vehicles in Rate Group 1 with a valid tag and agreement. All discounts require a valid user agreement and toll payment tag. Rate Group 2 vehicles do not receive the 20% discount.
  • Zero-emission vehicles (EVs and hydrogen cars) with a valid tag and agreement receive a discount of 30–100%. The size of the discount varies by toll project. At Hardangerbrua, Trondheim, and Tromsø the zero-emission rate applies only with a valid tag and agreement.
  • In urban packages with environment-differentiated rates, the zero-emission rate applies whether or not you have an agreement and tag. Register it with your tag issuer, or at www.autopass.no/ed if you have no tag.
  • Vehicles over 3,500 kg registered to a business, the government, a county or municipality, or used for business purposes must have a valid tag linked to a valid agreement. The rule covers Norwegian and foreign vehicles. A tag is not mandatory for motorhomes and other vehicles registered to individuals and used only for private purposes. A fine is issued at inspection if the tag number is linked to a different registration number.
  • Foreign vehicles can register via Epass24.com or arrange billing through Euro Parking Collection (EPC), which invoices owners of foreign-registered vehicles. Vehicles over 3,500 kg can collect a tag at customs stations along the border and on cross-border ferries. The tag is valid only after you sign an agreement with the tag issuer, for example SkyttelPASS.
  • AutoPASS tags are also accepted at most Norwegian ferry crossings, with some exceptions. They give a 10% discount, and a prepaid AutoPASS for Ferry agreement unlocks 40–50% discounts. Zero-emission vehicles with an agreement receive 50% off ferry fares on routes such as Mortavika–Arsvågen.

2026 Toll Rate Tables

Norway uses two rate groups. Toll companies set the rates, and some projects split each group by fuel type or Euro emission class:

  • Rate Group 1: Vehicles with a maximum authorised mass of up to 3,500 kg, and all vehicles in category M1 regardless of weight. Foreign-registered M1 owners must ask their tag issuer to be charged in Rate Group 1.
  • Rate Group 2: Vehicles with a maximum authorised mass of more than 3,500 kg, except M1 vehicles with a valid agreement and tag.
  • Environment-differentiated rates: Rate Group 1 can split into zero-emission, plug-in hybrid, diesel, and other (petrol, gas, ethanol). Rate Group 2 can split into zero-emission, plug-in hybrid, Euro VI, and pre-Euro VI.

Key Rules: One-Hour Rule and Monthly Cap

Two consumer-protection rules limit toll costs for frequent drivers in Norway:

  • One-hour rule: A motorist is charged only once per hour within the same toll area, regardless of how many stations they pass. Bypakke Bergen also needs no agreement.
  • Monthly cap: A valid AutoPASS tag and agreement are required. Fjellinjen limits payment to 120 passages in Indre ring and Osloringen and 60 passages in Bygrensen. Bypakke Bergen limits payment to 60 passages, Trondheim to 110 paying passages, Tromsø to 80 passages, and Hardangerbrua to 25 passages per calendar month.

Rush Hour Surcharges

Urban toll rings apply higher rates during weekday rush hours. The times depend on the operator:

  • Oslo (Fjellinjen): 06:30–09:00 and 15:00–17:00. No rush hour rates on Saturdays, Sundays, public holidays, or during July.
  • Bergen (Ferde): Monday to Friday, 06:30–09:00 and 14:30–16:30, at marked stations. Lower rates apply on weekends and public holidays.
  • Trondheim (Vegamot): 07:00–09:00 and 15:00–17:00.
  • Tromsø (BPS Nord): Monday to Friday, 06:30–09:00 and 15:00–17:00.

Avoiding rush hour can cut the Rate Group 1 price by about 50% in Bergen and by two thirds in Tromsø. In Oslo, the saving is 16–33% depending on vehicle type.

Payment Methods

Norway is fully cashless at all toll stations. Payment works through the following channels:

  • AutoPASS tag: Windscreen transponder registered to a tag issuer account; provides a 20% discount for Rate Group 1 and the monthly cap, and is required for zero-emission discounts at most projects.
  • ANPR / licence plate recognition: No tag needed. Cameras record the plate and an invoice is mailed to the registered owner. Foreign vehicles not pre-registered are billed through Euro Parking Collection (EPC).
  • Epass24.com: Foreign-registered vehicles (no tag) can pre-register a payment card on Epass24.com to manage invoices online and receive notifications.
  • Rental vehicle: Rental companies in Norway register their fleets with AutoPASS. Toll charges are transferred to the renter's final invoice, sometimes with an additional administrative fee.

Unpaid invoices escalate to reminder notices with a NOK 300 penalty fee per passage. Persistent non-payment can lead to debt collection action against the vehicle owner's country of registration.

Ferry Tolls and AutoPASS for Ferry

Many Norwegian ferry crossings on national road routes are integrated into the AutoPASS system via AutoPASS for Ferry (autopassferje.no), which Statens vegvesen manages. Discounts depend on how the account is set up:

  • Tag only (no prepaid ferry account): 10% discount on vehicle fare.
  • Prepaid AutoPASS ferry account: 40–50% discount on vehicle fare (50% for personal, 40% for corporate accounts).
  • Zero-emission vehicles with a valid AutoPASS agreement: 50% discount on the ferry fare on routes such as Mortavika–Arsvågen.
  • Cash or card at crossing: full price applies; no discount.

Some ferry fares include a toll part, for example on the Mortavika–Arsvågen route, where the toll for the future Rogfast tunnel is part of the ticket. Summer fares apply on some ferries in summer 2026. Search fares by route, date, and vehicle type on the AutoPASS for Ferry price page.

Exemptions (2026)

Cyclists, pedestrians, and passengers in all types of vehicles do not, as a general rule, pay road tolls. The following can apply for exemption from road tolls:

  • Uniformed and civilian emergency response vehicles on duty
  • Public transport vehicles in regular service (except some ferry replacement projects)
  • Mobility-impaired drivers with a municipal parking permit (toll rings only)

All exemption schemes need an electronic tag and a valid user agreement with a tag issuer. The toll company registers the exemption in the AutoPASS rate system when it grants your application. Road tolls are not collected for motorcycles and mopeds passing automatic toll stations. Local exemption schemes can apply in addition to these national schemes, so contact the toll company for details.

Mobility-Impaired Drivers

The parking permit must be valid for at least two years. The permit and the user agreement must be in the same name. Parents or legal guardians can sign the agreement when the permit is granted to a child under 18. The exemption is linked to one tag and one vehicle, and it does not apply to institutions. Apply to the toll company with a copy of the permit. The exemption applies in these toll projects:

Frequently Asked Questions

Do I need an AutoPASS tag to drive in Norway?
No, not for cars and vehicles used only privately. All toll stations use ANPR cameras to record licence plates, and foreign vehicles without a tag are invoiced automatically via Euro Parking Collection or Epass24. However, driving without a tag means paying the full rate and receiving mailed invoices with possible delays. A tag saves 20% in Rate Group 1 and gives you the monthly cap. A tag and agreement are mandatory for vehicles over 3,500 kg registered to a business or used for business purposes.

Are electric vehicles exempt from Norway tolls in 2026?

What is the penalty for a missed toll in Norway?
If a passage is not paid (no tag, no pre-registration, and invoice ignored), a reminder is issued with a NOK 300 surcharge per passage. Persistent non-payment can result in debt collection through the vehicle owner's home country via European vehicle register sharing agreements.

How do tolls work for rental cars in Norway?
Most Norwegian rental companies register their fleets with AutoPASS. Tolls are recorded automatically and charged to the renter's credit card, usually in the final bill or as a separate invoice, sometimes with a small administrative handling fee. Confirm the rental company's toll policy before travel.

Does Norway have a motorway vignette?
No. Norway has no vignette system. Toll charges are project-specific and location-based, not a national permit. Most Norwegian motorways outside urban areas and toll project zones are free to drive.

What is the one-hour rule?
Drivers who pass several toll stations in the same toll area within 60 minutes pay only once. At Fjellinjen (Oslo) and in Bypakke Bergen, no AutoPASS agreement is required. Bypakke Bergen charges the highest passage in the hour.

What are the monthly caps?
Drivers with a valid AutoPASS tag and agreement pay for a limited number of passages each month: Oslo 120 (Indre ring and Osloringen) and 60 (Bygrensen), Bergen 60, Trondheim 110, Tromsø 80, and Hardangerbrua 25.

Which vehicles are in Rate Group 1?
Rate Group 1 covers vehicles up to 3,500 kg and all M1 vehicles, which include most motorhomes and camper vans. An M1 vehicle over 3,500 kg is charged in Rate Group 1 only with a valid tag and agreement. This does not apply to ferry tolls.

Do heavy vehicles get the AutoPASS discount?
